Mr. Brewer graduated from The Pennsylvania State University and then earned Juris Doctor and Master of Laws degrees from George Washington University.
He spent eleven years as an Assistant United States Attorney in the District of Columbia, investigating and trying violent crimes as well as complicated fraud matters. He then joined the Executive Office for United States Attorneys as Deputy Director.
During twenty-two years as a member of the Senior Staff of the EOUSA, Mr. Brewer supervised the placement of computers and case-tracking software in all of the 93 United States Attorney's offices, and was in charge of assessing and publishing case-management information. As Director of the Attorney General's Advocacy Institute, he directed attorney training for the Department of Justice. In another assignment, he supervised handling of Freedom of Information/Privacy requests involving the United States Attorneys' offices. He spent three years on loan to what is now the Office of the Attorney General for the District of Columbia where he directed the investigation and prosecution of Medicaid Provider Fraud cases.
In 2004, Mr. Brewer became Of Counsel to Highsaw, Mahoney & Clarke, P.C., where he has represented clients involved in disputes with employers, including federal workers, District of Columbia teachers and private individuals. In addition, he represents not-for-profit entities, obtaining their incorporation, tax exempt status, and in matters of governance. He is available for internal investigations and representation of individuals and business entities dealing with the criminal justice system.
